Elsie Addo Awadzi is an international economic and financial lawyer with over 30 years of experience spanning public service, international institutions, financial regulation, banking, legal practice, and policy advisory work. She is currently a Visiting Fellow at the Blavatnik School of Government, University of Oxford. From 2018 to 2025, Elsie served as Deputy Governor of the Bank of Ghana and as a member of its Governing Board and Monetary Policy Committee. Previously, she spent six years in the Legal Department of the International Monetary Fund, including as Senior Counsel specialising in financial and fiscal law. Her earlier career included securities regulation, financial-sector policy and regulatory reform, legal practice, consulting, and banking. Her research interests span international monetary and financial law, economic governance, and institutional resilience, with particular focus on leadership systems, fiscal governance and public financial management, financial stability and crisis management, sovereign debt, and the challenges facing emerging market and developing economies in an increasingly multipolar world. Elsie holds an LL.M. in International Business and Economic Law (with Distinction) from Georgetown University Law Center, an MBA in Finance and an LL.B. from the University of Ghana. Her recent publications include a chapter on central bank mandates and climate change in Central Banking and Sustainability (Cambridge University Press, 2026).
